Extensions given to module exporters in DGAD anti-dumping investigation
The office of the Directorate General of Anti-Dumping & Allied Duties (DGAD) India has extended the time to return responses to the anti-dumping investigation on solar imports from China, Taiwan and Malaysia. The last day for submission of the required data is September 12, 2017.
Initially, the DGAD's office had asked exporters of cells and modules to India to furnish details of the exports by the first week of September. Upon receiving requests from many exporters for extension of time to file their response from many exporters and stakeholders the DGAD's office granted a time extension.
Previously a DGAD official had told Mercom, "Not one of the exporters has submitted the requisite data and later they will be coming to ask for extension of the submission deadline. This makes the process drag on and we want to skip the time lag."
On cue, exporters have delayed submission of information. The DGAD's office had also earlier stated that anti-dumping investigations are time bound and no requests for time extensions will be granted but without requisite information the investigation cannot move forward.
The delay in ruling on the anti-dumping case will only extend the period of uncertainty in the sector. Anti-dumping recommendations were expected to be announced around September 22nd, it is unclear how this delay will affect the final timeline. Chinese module ASPs meanwhile have risen by almost 12 percent as of August 2017 compared to Q2 2017.
